A major power outage affected several South Bay cities Tuesday morning, including parts of Torrance, where a flare-off event was triggered at a refinery, which was partially evacuated as a precaution, officials said.
The outage, reported at 5:41 a.m., affected 89,856 customers, Southern California Edison reported. All power was restored by about 7 a.m., the utility said. The cause of the outage was under investigation.
